They look like cute cotton balls but don't ever ignore them as they're one serious infestation when it comes to your plants. The wool sower gall may develop in years but when they do, they will present you some frustrations specially when you have an oak tree. They are produced by a tiny gall wasp and will cause your oak trees harm and if you see them, you should be well informed enough on how to treat them and luckily, they're very easy to get rid of.
