Sounds like an intimidating name of a person but no it isn't. Instead, it's a cultivar name for a lesser periwinkle; Ralph Shugert. Evergreen subshrubs with scrambling habits, the Ralph Shugert cultivar is a widespread plant which is commonly used as groundcovers. Its blue-violet flowers show out during spring and lasts up to summer, while propagation can be done thru hardwood cuttings.
