Leaves that are hounded by powdery mildew or tar spots are called diseased leaves. But turning them into compost; it's a different agenda. Yes diseased leaves can be used as compost but there's a delicate process on how to do it. Once it's composted, it would benefit nearby plants as it can protect them from airborne plant diseases.
